Order by Judge G. Bryan Collins Jr. in Wake County Superior Court ruling on the NC NAACP's motion for partial summary judgment and defendants' motion to dismiss. Found that the General Assembly had been unconstitutionally constituted through racial gerrymandering following the 2011 redistricting, and therefore lacked authority to place a constitutional amendment (voter ID) on the ballot.
